CANADA’S IMMIGRATION MINISTER ANNOUNCED MEASURES TO MANAGE TEMPORARY RESIDENT VOLUMES

In response to shifting economic demands and growing labour market pressures, Canada’s Immigration Minister, Marc Miller, has introduced a series of measures aimed at regulating the influx of temporary residents. The new strategy, which was announced as part of broader efforts to maintain a balanced immigration system, seeks to reduce the percentage of temporary residents from 6.5% to 5% of Canada’s total population by 2026.

One of the key components of this plan includes a 10% reduction in international student study permits for 2025, signaling tighter controls on the number of students coming to Canada for higher education. In addition, there will be significant updates to the Post-Graduation Work Permit Program (PGWPP), potentially making it more challenging for international students to remain in Canada after completing their studies.

Further limitations will also be placed on work permit eligibility for certain groups, particularly in sectors that have seen a disproportionate number of temporary workers. These changes are part of a larger effort to balance Canada's economic growth with the need for sustainable community development, ensuring that the immigration system remains responsive to labour market needs while supporting long-term residents and citizens.
