NEW RULES FOR INTERNATIONAL STUDENTS TRANSFERRING SCHOOLS IN CANADA FOR WINTER/SPRING 2025

Immigration, Refugees and Citizenship Canada (IRCC) has introduced new provisions that will impact international students planning to transfer schools in Canada for the winter or spring 2025 semesters. Under these updated regulations, international students are now allowed to begin their studies at a new Designated Learning Institution (DLI) before receiving a new study permit, provided specific criteria are met.

To qualify under the new rules, students must:

  • Have secured acceptance at the new Designated Learning Institution (DLI) for the relevant semester.

  • Have applied for a new study permit through a permit extension application.

  • Hold a valid study permit that does not list the new DLI.

  • Continue to comply with all current study permit conditions.

These changes mark a significant departure from previous regulations, where students were required to obtain new study permit approval before transferring to a different institution. Previously, students could transfer between institutions through their IRCC online accounts without the need to extend their permits. With the updated rules, applying to extend the current study permit is now mandatory for students transferring institutions.

It is important to note that different requirements will apply to students who plan to transfer after the winter or spring semester of 2025. As such, international students are encouraged to familiarize themselves with the new guidelines to ensure a smooth transition between institutions.
